The situation
Stoyan, 41, a civil engineer in Pleven, bought his first bitcoin on xChange.bg in 2018. He liked that he could fund an order with a bank transfer from his Bulgarian account, that the price was shown before he confirmed, and that when something went wrong he could call someone who answered in Bulgarian. Over the years he bought and sold a few times, then stopped logging in.
This autumn a friend mentions that xChange.bg is back. Stoyan opens the site and sees words he does not remember from the old exchange: accounts in your own name, USDC, self-custody. He has questions. Is it the same company? What happened to the exchange? Is this riskier or safer than before? And is it worth coming back if he now mostly wants a cheap way to move euros onto the blockchain and back?
Where the cost or risk really comes from
What the old model cost. On the old xChange.bg exchange, a client paid a commission of about 3% on an order. For many people the alternatives were worse: card purchases on foreign platforms with card fees, or peer-to-peer deals with strangers.
Why it changed. Money now moves differently. Stablecoins such as USDC settle in seconds at any hour, and accounts in your own name let you pay yourself in and out like any bank transfer. The team built the new service around that, instead of a trading desk that sits between you and your money.
What the new model changes about risk.
- Your money sits in your wallet, not in the company's. The relaunched xChange.bg gives you a self-custody wallet. xChange.bg holds no keys and cannot freeze your balance. That removes the risk of the company holding your funds, and adds the responsibility of protecting your own access.
- Money moves through licensed partners. Your EUR IBAN and USD account details, and the conversion to stablecoins, are provided by Bridge, a Stripe company. xChange.bg operates the technology.
- The balance is a stablecoin. Your balance is in USDC, which is issued by Circle and backed by reserves. It is not a bank deposit.
- Fees are lower and shown upfront. 1.5% in, 1.25% out, account free, transfers between clients free.

How to handle it
- Sign up again. The new service has a new sign-up. Enter your email and the six-digit code; there is no password. Your wallet is created at the first sign-in.
- Verify your identity. To open accounts in your name, our licensed partner checks your ID card or passport and a selfie.
- Get your accounts. You receive a euro IBAN and US dollar account details in your own name. Incoming euros arrive as USDC. See the EUR account.
- Move money in. Send a transfer from your Bulgarian bank to your own IBAN, as you used to fund orders. It arrives in your wallet minus 1.5%. If you already hold USDC elsewhere, you can send it to your wallet on-chain instead.
- Move money out when you need to. Pay out euros to your own bank, or to anyone you pay, at 1.25%, usually the same day.

Worked example
Stoyan wants to move EUR 1,000 onto the blockchain and later bring it back to his bank. The comparison below is about fees only. The old exchange sold crypto-assets such as bitcoin, while the new service moves money into stablecoins, so the products are not identical. The old column assumes the commission of about 3% applied both on the way in and on the way out. No price or exchange rate movement is assumed.

Because the balance is held in USDC, the real round trip also depends on the EUR/USD rate between the two dates; the table assumes the rate does not change. Transfers to another xChange.bg client in between cost nothing, and sending stablecoins to any external wallet costs the network fee only.

The history of the old exchange and its commission of about 3% come from xChange.bg's own records. The stablecoin background comes from ESMA's pages on the Markets in Crypto-Assets Regulation. - Selling or exchanging crypto-assets is taxable in Bulgaria: the net result for the year is taxed at 10% after a 10% statutory deduction and declared in Annex 5 of the annual return. Keep your old purchase records, because they set your acquisition price.
