For years Binance served crypto users in Bulgaria. In 2026 that changed. MiCA's transition period ended on 1 July 2026, and Binance reached that date without an EU authorisation. This page sets out what the public record says about Binance's position, what current Binance users in Bulgaria can still do, and how xChange.bg differs. Who each service is for
Binance is a global crypto exchange. Its licences page lists three entities in Abu Dhabi, regulated by the Financial Services Regulatory Authority of Abu Dhabi Global Market, and no entity in the EU. For users in Bulgaria today it matters mainly as a place to withdraw assets from.
xChange.bg is run by Global Xchange JSC in Sofia, the team behind a Bulgarian crypto exchange since 2017, relaunched in 2026. It gives individuals and businesses a EUR IBAN and USD account details in their own name. Money that comes in becomes USDC in a self-custody wallet, and money that goes out lands in any bank account. It suits people who want euro in and out of stablecoins with a Bulgarian-speaking team, and it does not offer a trading venue for other crypto-assets.
What happened to Binance in the EU
No MiCA authorisation. Binance does not appear in ESMA's interim register of crypto-asset service providers. The file we checked was last modified on 9 September 2026. It is also absent from the FSC's list of providers notified under Article 65 of MiCA to serve Bulgaria.
Greek application withdrawn. In a blog post dated 24 June 2026, Binance said it had withdrawn its MiCA licence application with the Hellenic Capital Market Commission and would pursue authorisation in another EU member state.
Services restricted from 1 July. Euronews reported on 25 June 2026 that Binance would stop providing crypto-asset services in several EU markets. CoinDesk reported on 26 June that Binance had emailed EU users, halted new registrations and would restrict services, and quoted the email: "Your assets remain safe and secure." Binance's own post tells users to watch email and in-app notices for what applies to their account.
The rules for unlicensed firms. The FSC stated on 30 June 2026 that from 1 July only licensed providers may offer crypto-asset services. Unlicensed providers may only carry out transactions linked to clients leaving, such as a transfer to a licensed provider or to the client's own wallet, or closing positions. ESMA published a statement to the same effect on 23 June 2026.
The differences that matter
How services reach you. xChange.bg is a technology provider: accounts and conversions come from the regulated partner Bridge, a Stripe company. Binance holds no MiCA authorisation and, according to the reports above, is winding down EU services.
Where your assets sit. On Binance, assets stay in your exchange account until you withdraw them. With xChange.bg the stablecoins sit in a self-custody wallet where you hold the keys.
Bank details. xChange.bg issues a EUR IBAN in your name, so an employer or client can pay you by ordinary SEPA transfer. We found no evidence of an IBAN in the customer's name at Binance, and its licences page lists no EU payment or e-money entity.
Stablecoins. Finance Magnates reported that from 31 March 2025 Binance removed spot pairs for USDT and other stablecoins that do not meet MiCA for EEA users. xChange.bg works with USDC. Our guide to USDC vs USDT explains the difference.
Card and support. Binance's EEA Visa debit card ended on 20 December 2023, Cointelegraph reported. The xChange.bg Visa card is coming soon. Binance offers 24/7 chat, but its support page says agents may not be able to reply in your preferred language, and binance.com/bg redirected to English when we checked. xChange.bg support works in Bulgarian and English from an office at 66 Vitosha Blvd, Sofia.
Where Binance is stronger
Binance's scale is not in doubt: CoinDesk describes it as the largest crypto exchange by trading volume. It handles crypto-assets beyond the USDC that xChange.bg is built around, and its chat runs around the clock. If Binance obtains a MiCA authorisation in another member state, as it says it intends, its position for EU users could change. We will update this page if it appears in the ESMA register.
Cost example
A fair EUR cost comparison needs published fees on both sides. Binance does not publish fees for EU users after 1 July 2026, so we cannot build one. For reference, xChange.bg charges 1.5% (minimum EUR 1) when euro arrive and become stablecoins, so EUR 1,000 in costs EUR 15. Paying out 1,000 USDC to a bank costs 1.25%, or 12.50 in fees. If you still hold assets on Binance
These steps work whether you move to xChange.bg, a MiCA-licensed provider or a hardware wallet.
- Read your account notices. Binance says it contacts EU users individually about what their account can still do. Check email and in-app messages first.
- Download your history. Export statements and transaction history while you have access. You will need them for your Bulgarian tax return; see crypto tax in Bulgaria.
- Pick a destination. Either a wallet you control or a provider in the ESMA register that is passported into Bulgaria. Our MiCA in Bulgaria guide shows how to check.
- Match token and network. Copy the deposit address from the destination and confirm that both sides support the same network for that token. The crypto address checker catches common format mistakes.
- Send a small test. Withdraw a small amount, wait until it arrives, then send the rest.
- Keep records. Save transaction hashes and confirmations with your statements.
Moving to xChange.bg
Open an account online and complete identity checks. You receive a EUR IBAN and USD account details in your own name and a self-custody wallet on Solana, Ethereum, Base, Arbitrum, Polygon or Optimism. Withdraw USDC from Binance to your wallet address on a matching network; on-chain transfers cost the network fee only. From there you can hold the stablecoins, send them to another wallet, or pay out to your bank or someone else's at 1.25%.
Frequently asked questions
Is Binance licensed under MiCA in 2026?
- No. Binance does not appear in ESMA's interim register of crypto-asset service providers, in the file last updated on 9 September 2026, nor in the FSC list of providers notified to serve Bulgaria. On 24 June 2026 Binance said it had withdrawn its application in Greece and would seek authorisation in another member state.
Can I still use Binance from Bulgaria?
- Euronews and CoinDesk reported that Binance halted new EU registrations and restricted services from 1 July 2026. The FSC says unlicensed providers may only carry out transactions that help clients exit, such as a transfer to a licensed provider or to their own wallet. Check the notices in your Binance account for what applies to you.
Are my assets on Binance frozen?
- Binance told EU users that their assets remain safe and will stay accessible, according to its June 2026 blog post and the email quoted by CoinDesk. The practical step is to move them to a wallet you control or to a MiCA-licensed provider while withdrawals work.
Can I send USDT from Binance to xChange.bg?
- xChange.bg is built around USDC, so send USDC. If you hold USDT, note that ESMA's January 2025 statement expected EU platforms to restrict non-compliant stablecoins while keeping custody and transfer possible.
Can xChange.bg freeze the stablecoins I move from Binance?
- No. Your USDC sits in a self-custody wallet where you hold the keys, so xChange.bg cannot freeze your balance. Accounts and conversions between euro and stablecoins are provided by the regulated partner Bridge, a Stripe company.
What does it cost to turn USDC into euro in my bank with xChange.bg?
- The off-ramp fee is 1.25% with a minimum of EUR 2. Selling 1,000 USDC therefore costs 12.50 in fees, and the payout can go to your own bank account or to someone you pay. Transfers between xChange.bg clients are free.
Which network should I use to withdraw from Binance?
- Use a network that both Binance and the receiving wallet support for that exact token. The xChange.bg wallet runs on Solana, Ethereum, Base, Arbitrum, Polygon and Optimism. Send a small test amount first and check it arrives before moving the rest.
