Revolut and xChange.bg both let someone in Bulgaria turn euro into stablecoins and back. They are built for different jobs. This page compares them on the points that decide the cost and the control you get: who holds the coins, whose name is on the account, what you pay in and out, and who answers when something goes wrong. Competitor facts were checked on 16 September 2026 against Revolut's Bulgarian fee pages and the CySEC and ESMA registers.
Who each one is for
Revolut is a bank app. Accounts, cards and currency exchange come from Revolut Bank UAB, authorised by the Bank of Lithuania and the European Central Bank. Crypto, including stablecoins, comes from a separate company, Revolut Digital Assets Europe Ltd (RDAEL), licensed by CySEC in Cyprus as a MiCA crypto-asset service provider. Bulgaria is in RDAEL's cross-border list in the ESMA register. Revolut suits people who want salary, card spending, savings and some crypto in one app, and who are comfortable with Revolut holding the crypto for them.
xChange.bg is built for money that moves between bank rails and stablecoins. You get a EUR IBAN and USD account details in your own name. Money that arrives becomes USDC in a self-custody wallet, and money that leaves goes to any bank. It suits freelancers paid from abroad, businesses paying suppliers in USDC and anyone who wants stablecoins they can move on-chain directly. Global Xchange JSC has run a crypto exchange in Sofia since 2017 and relaunched on stablecoin rails in 2026.
The differences that matter
Who holds the stablecoins
At Revolut, RDAEL holds your crypto. Custody and administration is one of the services in its CySEC licence, and Revolut charges no custody fee. To move crypto to an outside wallet you pay a Revolut service fee of €1 for XRP, XLM, DOT, SOL, AVAX, XTZ, ALGO and ADA, or €3 for all other cryptocurrencies, plus a network fee. Revolut's fee page states that if the network fee you pay exceeds the fee it incurs, it keeps the difference.
At xChange.bg the wallet is self-custody: you hold the keys. It runs on Solana, Ethereum, Base, Arbitrum, Polygon and Optimism, and sending stablecoins on-chain costs the network fee only. Self-custody also means securing access to the wallet is your responsibility.
Whose name is on the IBAN
Revolut's Bulgaria help centre says customers with an EEA address get a EUR local account with an LT IBAN from Revolut Bank UAB, in their own name. Salary and SEPA transfers arrive in a bank account; to hold stablecoins you then exchange inside the app.
xChange.bg gives a EUR IBAN and USD account details in your own name, through Bridge, a Stripe company. Clients and platforms can pay you in EUR over SEPA or in USD over ACH or wire, and the money arrives as stablecoins.
What buying and selling stablecoins costs
Revolut does not apply its percentage or minimum crypto fee to exchanges between fiat and stablecoins. Three things still affect the price:
- Fair usage on Standard and Plus. Stablecoin exchanges share a monthly limit with fiat and commodity exchanges. Above it, Standard pays 1% (limit €1,000) and Plus pays 0.5% (limit €3,000).
- Stablecoin fee on Premium, Metal and Ultra. No fee up to €500,000 a month, then 0.25%.
- Spread. RDAEL adds a one-sided "product added spread" on top of the market spread, which it says typically varies between 0-3% of the trade amount. No fee or spread applies to 1:1 conversions between a stablecoin and its own reference currency, such as EURR and EUR, except on a depeg or abusive use.
Revolut shows the rate, fee and total cost in the app before you confirm.
xChange.bg charges 1.5% to go in (minimum €1), all-in with no hidden spread, and 1.25% to go out (minimum €2). The account is free, with no subscriptions.
Paying other people
On Revolut Standard, SEPA payments to other accounts are free once your money is in euro. xChange.bg pays a supplier, contractor or partner by bank transfer in EUR or USD at 1.25%, or sends USDC to any wallet for the network fee. Transfers between xChange.bg clients are free and instant.
Which stablecoins
Revolut removed USDT, citing the stablecoin requirements of MiCA, and rejects incoming USDT deposits. On 8 August 2026 it announced phased testing of EURR, a euro stablecoin issued by Bridge Building S.A. and offered by RDAEL, for eligible customers in Denmark, Poland and Portugal, with wider availability expected later in the year. Regulatory record
The Bank of Lithuania fined Revolut Bank UAB €3.5 million, announced on 8 April 2025, over shortcomings in monitoring business relationships and transactions. LRT reported that no confirmed money laundering was found and that the matter ended in an administrative agreement. On 2 April 2026, LRT, citing Reuters, reported that Italy's competition authority fined Revolut group companies more than €11.5 million over alleged unfair commercial practices. Revolut rejected the findings and said it would appeal. Neither case concerned crypto.
Where Revolut is stronger
- Language and reach. Revolut has a Bulgarian website and a Bulgarian help centre, and in-app chat 24/7 in more than 100 languages.
- Scale. Revolut says more than 75 million customers use its app. Its Trustpilot score is 4.7/5 from 460,201 reviews.
- Lower stablecoin fees on paid plans. On Premium, Metal and Ultra, fiat-stablecoin exchanges carry no fee up to €500,000 a month. With a low spread, that costs less than 1.5%.
- A card today. Revolut issues debit cards now; the xChange.bg Visa card is coming soon.
- A full bank account. Salary, savings, 38 currencies besides the euro and free SEPA payments sit in the same app.
Where xChange.bg is stronger
- Control. The stablecoins sit in a wallet you hold the keys to, and on-chain transfers cost the network fee only.
- USD account details in your name, alongside the EUR IBAN.
- One price. 1.5% in and 1.25% out, with no plan tiers, fair usage limits or spread ranges to track.
- Local presence. An office at 66 Vitosha Blvd in Sofia and support in Bulgarian and English.

Cashing the same €5,000 back out to a bank later that month costs €62.50 (1.25%) at xChange.bg. How to move over
- Open an xChange.bg account online and verify your identity. You receive a EUR IBAN and USD account details in your name.
- From Revolut, send a SEPA payment to your new IBAN. It arrives as USDC at 1.5%.
- If you already hold stablecoins at Revolut and it lets you withdraw them, choose a network your xChange.bg wallet supports and send a small test first. Revolut charges its €3 service fee plus the network fee.
- Give clients and platforms your new account details.
