Facts checked on
OKX is a global crypto exchange; xChange.bg gives you EUR and USD accounts that settle into stablecoins. Both can take euro in over SEPA and turn it into USDC, and both can send euro back to a bank. The cost, the control and the kind of user each is built for are very different. OKX facts below come from OKX Europe's help centre and disclosures, the ESMA register, Malta's FIAU and the US Department of Justice, checked on 16 September 2026.
Who each one is for
OKX serves customers in the European Economic Area through OKX Europe Limited, a Maltese company authorised by the Malta Financial Services Authority as a MiCA crypto-asset service provider on 27 January 2025. Bulgaria is in its cross-border list in the ESMA register. Derivatives and tokenised stocks go through a separate firm, OKX Europe Markets Limited, licensed by the MFSA as an investment firm. OKX suits people who trade: it offers an order book, a simple Convert tool and a card, and it holds your coins on the exchange.
xChange.bg is built for people and businesses whose money moves between bank rails and stablecoins. You get a EUR IBAN and USD account details in your own name, incoming money becomes USDC in a self-custody wallet, and outgoing money goes to any bank. It suits freelancers paid from abroad, companies paying suppliers and anyone who wants stablecoins on-chain in their own wallet. Global Xchange JSC has run a crypto exchange in Sofia since 2017 and relaunched on stablecoin rails in 2026.
The differences that matter
Custody
OKX Europe Markets' terms of service state that OKX Europe Limited holds client fiat and crypto and handles deposits and withdrawals. Your USDC sits in your exchange account until you withdraw it.
At xChange.bg the wallet is self-custody: you hold the keys. The wallet runs on Solana, Ethereum, Base, Arbitrum, Polygon and Optimism, and sending stablecoins on-chain costs the network fee only. Self-custody also makes you responsible for securing access.
Account details
OKX tells EEA users to send SEPA deposits to "your unique OKX account details". Its help pages do not say whether the IBAN is held in the customer's name, or which country it belongs to. OKX also says SEPA deposits from third-party sources, including e-wallets such as PayPal, Wise or Airwallex, are not supported and will be returned.
xChange.bg gives you a EUR IBAN and USD account details in your own name, through Bridge, a Stripe company. Clients, employers and platforms can pay you directly in EUR over SEPA or in USD over ACH or wire.
Getting euro in and out
OKX Europe lists SEPA and SEPA Instant bank transfers, cards issued by EEA banks, PayPal and some local methods for deposits. It charges no fee on SEPA deposits or withdrawals, though your bank may. SEPA Instant deposits work within a €100,000 limit. Card deposit fees vary by country of residence and are shown before you confirm; a fixed percentage for Bulgaria is not published. SEPA withdrawals arrive instantly or within up to 2 business days, and OKX asks you to verify that you own the receiving account.
xChange.bg charges 1.5% to go in (minimum €1), all-in with no hidden spread, and 1.25% to go out (minimum €2), to any bank in EUR or USD. The account itself is free.
Trading costs
OKX's Convert tool has no separate trading fee. Its spread disclosure of 11 August 2026 gives "All pairs 1.00%" as a maximum that includes market maker fees. On the spot order book, the regular tier pays 0.08% as maker and 0.10% as taker. Fees for stablecoin pairs sit on a separate tab and are not covered here.
Paying other people
OKX does not publish bank payouts to third parties; its SEPA withdrawal rules point to accounts in your own name. xChange.bg pays a supplier or contractor by bank transfer in EUR or USD at 1.25%, or sends USDC to any wallet for the network fee. Transfers between xChange.bg clients are free and instant.
Stablecoins
OKX says it supports two USD stablecoins for EEA users that it describes as MiCA-compliant: USDC and USDG. USDT is not tradeable for EEA users, and USDT deposits arrive frozen and must be returned through support. OKX also announced a EURC/USDC spot pair in October 2024. xChange.bg offers USDC. For the background, see USDC vs USDT.
Regulatory record
On 1 April 2025, Malta's Financial Intelligence Analysis Unit imposed an administrative penalty of €1,054,269 and a follow-up directive on OKCoin Europe Limited, the former name of OKX Europe Limited, for anti-money-laundering breaches found in an onsite examination in 2023. The FIAU notice acknowledges OKX's remediation.
On 24 February 2025, the US Attorney's Office for the Southern District of New York announced that Aux Cayes Fintech Co. Ltd, doing business as OKX, pleaded guilty to operating an unlicensed money transmitting business and agreed to penalties of more than USD 504 million.
